These amendments provide for the full recognition of the self-contained and independent (autocephalous) status of the Latvian Orthodox Church.
This is the status that was historically de facto established for our orthodox church by the 6(19) July 1921 Tomos issued by Patriarch of Moscow and all Russia Tikhon to Archbishop Jānis Pommers and the Cabinet of Ministers Regulation of 8 October 1926 on the Status of the Orthodox Church.
I can confirm that the Latvian Orthodox Church and Metropolitan Alexander can count on full support from the state of Latvia as an autocephalous church henceforth also recognised in law.
On Thursday, 8 September, the Saeima adopted urgent amendments to the Law on the Latvian Orthodox Church affirming the full independence of the Latvian Orthodox Church with all its dioceses, parishes, and institutions from any church authority outside Latvia (autocephalous church).
According to the explanatory note to the Draft Law, the definition of the scope of legal status in the Law does not affect or interfere with the Church’s doctrine of faith and canon law.
レヴィッツ大統領が議会に送ったラトビア正教会の“独立”のための法改正案をラトビア議会【サエイマ】は承認しました。
上記の文章からわかる通り、彼らはこの法が、教義や信仰・教会法に影響や介入するものではないとしています。
が、その教会が独立正教会 ＝ autocephalous church かどうかというのは、まさに教会法に属する事柄です。
ロシア正教会モスクワ総主教庁は、ラトビアのこの対応を中世以下と酷評しています。
上記の報道によれば、ロシア正教会のクルチツィ・コロムナ府主教パーヴェル座下（His Eminence Metropolitan Pavel of Krutitsa and Kolomna）が、ラトビア正教会は、ロシア正教会の首座／モスクワ総主教キリル聖下を自分たちの教会の首座として名を挙げて礼拝をおこなっており、教会分裂の状態にはないとの文書をラトビアの信徒らに対して出した、ということです。
これはつまり、ラトビア政府議会がいう独立正教会という単語は、教会法上の独立正教会とはなんの関係もないので気にせずに活動がおこなわれている、といっていいのかもしれません。
もちろん、議会自体が「教会法には影響しない」といっているので、同じ単語を使っていても教会法には関係ないということになるともいえます。
しかしこれでは、ラトビア政府議会のおこなったことは、何の意味もなかったということになります。
大統領がキリル総主教にあらためて独立正教会の承認を求めているという話もありますが、たしかにこれでは他に手はないといえるかもしれません。
2022年9月20日、キリスト教／オリエント正教会／シリア正教会の首座／アンティオキア・東方全土総主教“モラン”・“モル”・“イグナティウス”・アフレム2世聖下（His Holiness Moran MorIgnatius Aphrem II, the Patriarch of Antioch and All the East, the Supreme Head of the Universal Syriac Orthodox Church）は、イラク共和国クルド人自治区のアルビールで、キリスト教／東方教会（景教、通称：ネストリウス派、など）／アッシリア東方教会の首座／カトリコス＝総主教“マル”・アワ3世ロイェル聖下（His Holiness MarAwa III Royel, The Catholicos-Patriarch of the Assyrian Church of the East）と会見しました。
